Tobin is an adult Host of the Sins. He and his "buddy" Maxwell are both a bit strange. Tobin seems to be of a culture similar to German, but since Sins Venials does not take place on Earth, he is not "German" per se.
Tobin's desire to find the Sins is not known as of yet. He is great at tracing and catching them; even Lust admits he is good. Tobin is capable of sensing the presence of the Sins, such as knowing whether a host body is still possessed or not.
For some bizarre reason, Tobin ties up Maxwell every night before he goes to sleep. The reason why has not been revealed yet.
As it turned out, Tobin was possessed by the Vice who stood in for Anger while he had his Golem body. The Vice was ticked off because of the lack of gratitude displayed for its work.
